Best Non-Comedogenic Foundations for Acne-Prone Skin
Choosing a foundation when you have acne-prone skin often feels like an impossible trade-off. You want the coverage to hide active breakouts and post-inflammatory hyperpigmentation, but you dread the "makeup acne" that often follows a long day of wear. Many high-coverage foundations rely on heavy waxes, thick oils, and pore-clogging esters like Isopropyl Myristate to achieve their staying power, which can trap sebum and bacteria deep within the follicle.
When building a beauty routine for problem-prone skin, selecting a breathable, oil-free formula is the most critical step to maintaining long-term clarity. Some include salicylic acid, a US over-the-counter acne active, or silica for a matte finish through the day, ensuring that your makeup doesn’t contribute to the very breakouts you’re trying to cover.

A foundation's pigments vary by shade, so the list carries a “may contain” tail of iron oxides, titanium dioxide and mica. The base formula is the same across shades and none of those pigments is on our list, so the verdict does not change shade to shade.
Not one ingredient on this list appears on ours. That is not the same as a rating of zero: our list holds the substances with a published comedogenic rating, and most cosmetic ingredients have never been tested for it. What absence means.
Nothing on this list is rated 3 or above.

Checking other makeup
Non-comedogenic makeup covers what the label means on any makeup product, and lists the colour additives, esters and lanolins our list rates highest.
Frequently asked questions
Can a non-comedogenic foundation still cause me to break out?
Yes, for two main reasons. First, “non-comedogenic” is not a federally regulated term, so brands can use it based on their own internal testing. Second, everyone’s skin chemistry is unique; an ingredient rated a “0” on the comedogenic scale might still irritate your specific skin or cause a reaction if it’s highly sensitive. It is always recommended to patch-test a new foundation for 3–5 days before full-face application.
Are powder foundations better for acne-prone skin than liquids?
Generally, yes. Powder foundations are often more “breathable” and less occlusive than heavy liquid creams. However, you should check for Bismuth Oxychloride in mineral powders; our list rates it 3, and it is a common irritant that can cause “makeup acne” or itchiness in sensitive skin.
Should I use a primer with my non-comedogenic foundation?
If you choose to use a primer, ensure it is also labeled non-comedogenic. Using a pore-clogging primer underneath a safe foundation defeats the purpose, as the primer sits directly against your skin. For many with acne-prone skin, a simple non-comedogenic moisturizer acts as a sufficient base, reducing the number of layers and potential for irritation.
Can a foundation be "non-comedogenic" even if it contains oils?
Yes. Not all oils clog pores. While heavy oils like coconut or wheat germ oil are rated 4 to 5 on our list, many lightweight oils, such as Jojoba and Hemp Seed oil, have low comedogenic ratings (0–2). Squalane is often used too, and has no published rating on our list. These are often included in foundations to provide a dewy finish or hydration without blocking the pore lining. Always check the specific type of oil against a comedogenic scale rather than avoiding all oils entirely.
Does the comedogenic rating change based on how much foundation I apply?
The rating of an ingredient remains the same, but the “occlusive effect” (trapping things in) increases with heavy application. If you apply multiple thick layers of foundation to cover active breakouts, you increase the risk of trapping sebum and bacteria. For the best results, use a thin layer of non-comedogenic foundation and spot-conceal only where necessary to allow the rest of your skin to breathe.
